The most significant negative effects of a crisis usually do not result
from the incident itself, but rather from inadequate and insufficient
preparation for a crisis and the corresponding crisis scenario. Each area of
an organization can be the trigger of an emergency. Every eventuality, like
the loss of important areas of production through a power failure or a fire
in the computer center, can cause an emergency in an organization due to
poor crisis preparation or assessment.

Emergency Planning: Falling into a Crisis Situation
Important decisions may be delayed or recovery measures may not be
introduced because the documentation for the emergency plan is not up to
date. Important telephone numbers may no longer be correct, meaning that
decision makers can not be informed immediately.
The press department and public relations department are not integrated into
the emergency plan and are inadequately informed about the emergency. This
damages the image of the company and means that business partners are given
incorrect or false information.
The border between a normal organization and an emergency organization is
blurred. In normal business redundant systems are already used to fall back
on. In a real emergency situation, sufficient resources and alternatives are
not available to the company. This can lead to the loss of whole areas of
production.
Companies which are subject to accident laws and orders are legally obliged
to have an emergency plan in place. In a crisis, the company can be held
responsible if it has inadequate emergency planning.
